Truman recruits, trains, and positions its members — more than 2,000 across 16 chapters in 47 states — to lead on national security issues, providing skills training, seminars, a national network, and pathways into policy and public leadership. Admission is competitive and by application, with roughly 100 to 150 new members admitted each year across three cohorts. PCAFC benefits include monthly caregiver stipend, CHAMPVA health coverage for the caregiver, up to 30 days respite care annually, mental health counseling, legal and financial planning services, and travel assistance to VA appointments. VA program office established by Congress in 2006 under 38 U.S. Code 7308 to address the health care access challenges facing rural veterans. Roughly 4.7 million rural and highly rural veterans live in the United States, with approximately 2.7 to 2.8 million enrolled in and relying on VA health care; more than half are over 65, and rural veterans face higher rates of chronic conditions and higher suicide rates than urban counterparts. ORH operates on a research, innovate, and disseminate model, funding field-tested programs through Veterans Rural Health Resource Centers and scaling the strongest as Rural Promising Practices or Enterprise-Wide Initiatives. Key focus areas are workforce shortages, transportation, primary care, mental health, telehealth, and specialty care. Does not serve veterans directly — it builds and spreads the programs that reach them, which is why a rural veteran should ask their VA facility what ORH-funded services are available locally.

A powerful and underused VA benefit — VR&E served 267,613 veterans in FY2024 and spent more than $2 billion. Unlike the GI Bill, it pays full tuition with no cap, plus fees, books, supplies, and a monthly subsistence allowance, all managed by a dedicated Vocational Rehabilitation Counselor who builds an individualized plan. Five tracks: reemployment, rapid access to employment, self-employment, long-term training, and independent living for those not yet able to work. Worth pursuing, but plan for a process: counselor caseloads are high and timelines vary by regional office. The FAST VETS Act (P.L. 119-72, Jan 2026) now requires VA to redevelop plans when a veteran's situation changes. The only federal life insurance option available to veterans after separation — allows service members to convert their SGLI (Servicemembers Group Life Insurance) into civilian coverage within 240 days of separation, with no medical underwriting required during that window. After 240 days, you must prove good health. Coverage amounts from $10,000 to $500,000 in $10,000 increments. Premiums are based on age. Critical warning: most veterans let their SGLI lapse and lose the conversion window. If you are within 240 days of separation, this decision needs to happen now.
